My leaded red painted cars suffered superb blooming too. As Catman
hinted at, red paint absorbs high energy light and deteriorates much
faster than blue paint which reflects high energy blue light. 

Due to the length of time manufacturers have had to overcome this
feature of red paint and failed, I assume it's fundamentally
insoluble.
