Finally got around to installing the new regulator.  Fuel economy @[EMAIL PROTECTED]
 70 mph 
is now around 24 mpg.  You are correct, most of the issue was the O2
sensor. 
Changing out the regulator helped to the tune of about 2 mpg.
Thanks for all of your help and suggestions.
