97 Sebring JXI, 2.5, Error Code P0401 EGR flow insufficient

EGR flow Insufficient, EGR system Failure

Is this a symptom of a failed EGR valve, or should I be looking somewhere 
else? Do these commonly fail? How difficult is this to replace? (I don't 
have a lift, just a set of ramps)
