Sure.  GM could build a Veyron-type thing, but what's the point of that? 
They won't sell any.  They're probably putting all their efforts into 
getting more fuel economy.  I believe I remember reading somewhere that
the 
Blue Devil project would have been terminated had it not been so far
along.
