You need to check your manuals/other information.
As far as I'm aware the Punto came with Electric and not hydrualic power
steering back in 2001.
Certainly later years had the Dual Drive (City Button) electric power
steering.
If you have the electric power steering then if it is not working
correctly
then there should be a fault code logged in the body computer.
Your Fiat dealer / good independent garage should be able to read this
code
and advise you from there.
