Happens to some but usually not all lifters/pushrods.

Plugged lifters
Plugged oil gallery
Plugged push rods

Worn lifters (top end)
Worn push rods (both ends)
Worn rockers

I would go with the worn push rods and rockers before looking at the
lifters.   A heavy dose of a engine flush in the oil to wash out the
crude is a good idea.
