Actually, yes.  Especially GM.  They seem to think that buttloads of
tacky plastic cladding (ref: just about any Pontiac made up until a
couple years ago, also ref: Escalade) makes a vehicle more attractive.

However, an air dam actually does serve a useful aerodynamic purpose.
Although GM went a little overboard on the previous-body Impala; mine
scrapes on just about everything - speed bumps, curb cuts, even
crossing aggressively crowned roads.
