1996 Chevy Cavalier no fan on low settings but works on high.

I have a 1996 Chevy Cavalier Z24.  I need to find out why the fan does not
work on the low settings but works on the high.  If anyone can help me
please do.  Also would be helpful on where it is located.  Thanks all.
