The people who tried and failed to raise a million dollars through
donations for something that they couldn't even show a proof of principle,
and for which the description clearly requires a violation of the
principle
of conservation of energy.
The only way you're going to get a car powered by water is to store
hydrolectric power in good batteries and put them in an electric car.
