Kit Car For A Learner

Does anyone have any suggestions for a kit that could be built by a 
motor-mad (builds lawnmower-engined go karts) 16 year old, and insured and

run at a sensible cost when he passes his test?
Obviously it would need to have some credibility, not look like a noddy
car.
