cam timing

I am having trouble timing the exhaust cam shaft in my daughters 1999
cougar 
2.0l DOV. The exhaust cam has some type of hydraulic adjustment. I need to

know how to lock the hydraulic section so I can set the correct static
time 
for the cam.
(hope this makes sense the dealer does not understand)
