I've had success with a product called ****-15.  "****" stands for Paint 
Over Rust, but I've used it on clean metal that I want to protect from 
rusting.  It dries quickly to a smooth gloss black, and it's EXTREMELY 
durable.  DON'T get it on your hands... don't ask me how I know this! :)

I looked at the pics on your photobucket site.  You don't identify (or 
maybe I didn't look hard enough) your Mini.  I'm not sure if you are 
concerned with keeping your car exactly stock.  If that's an issue for 
you then you may not want to paint the bracket black.
