Because the ambient light is too bright.  The clock dims so as to be 
more comfortable at night.

If you pull the clock and clip the dimmer wire it will be fully bright 
no matter whether your headlights are on or not.  I forget which wire - 
but I recall learning it from www.maxima.org.

Oh, and it's definitely not too bright now when it is dark inside the
cabin.
