Oops.  I had forgotten that heater/defroster thing.

If low voltage really does zap Halogen bulbs then my suspicions would turn

toward a grounding problem.  If the headlights and the heater/defroster
are 
sharing the same ground path for some reason such as a poor ground 
connection for one circuit or the other, then that could reduce the
voltage 
applied to the bulbs even though alternator output is normal.  Kind of a 
stretch, but I'm running out of ideas.
