911 failed emission test

My 1989 911 Carrera failed the provincial emissions idle test. The Carbon 
Monoxide %level was 1.08, and the maximum allowable level is .73. Last
year 
the car passed the test with a reading of  .41. I've seen an online add
for 
a additive substance called "KickGas" that is guaranteed to produce
positive 
results. Does anyone have any advice concerning the effectiveness of such 
products and the risk involved in trying them?
