Uhh, $4k?  I don't think so.

A really crappy example of a 1980 911 Targa will still fetch about 
(US)$8500.

With 61,000 miles, the price goes up.  Normal mileage is 150,000 miles 
or more with reliability to double it without a problem.

How is it that it will need new paint with the low mileage?  Sun fade? 
Too many rock chips?

Without seeing the car, I will admit that $17k seems high, but $14-16k 
isn't.  Especially with those low miles.  If he has all the records, 
that's a bonus, too.  He's not too far off.
