944 timing question

I got a '83 944 that I'm replacing the head gasket on.  I got as far as 
getting the TDC set on the OT marks through the little window by the 
firewall (on the flywheel) but the camshaft marks don't line up.  It's
about 
1/4" off.  Does that mean that my timing is off and once I put it back 
together do I just adj the camshaft marks and keep the flywheel (OT mark) 
where it is?
