first thought is that this is the famous "heater clip" problem.  there
is a plastic clip that becomes brittle with age, on the rod that
connects to the control... means that the heat is full on all the
time.

slide the seat back, get under there and see if it's broken.  Good
luck; try out  the following places if pictures/ more detail would be
helpful
