I'm finding out that there are 2 balance shaft.  The one I'm taking about
is 
the "upper".  It leaking air alright.  I can see the end cap (pointing to 
the rear of the engine) pop out every time I apply are to the vacuum line 
and when I put my hand there I can feel the air escape.

No I don't see any oil or water leaks , should I?  I would have guessed to

see oil leaking out too but no oil leak anywhere.  That is about the only 
thing I don't have problems with on this car.

I did find some minor air leaks but nothing like this one.  I'm tempted to

duct tape it tight just to see if it helps before I pull it all apart.
