Edelbrock carb question

On most of the Edelbrock Performer Series carbs there are two vacuum ****ts 
on the front of the carburetor.  One is a full-time vacuum ****t and one is
a 
****ted vacuum ****t.  What is the purpose of the two ****ts?  Which would be

used for the vacuum advance on the distributor.

Any info would be appreciated.
