The thermostat sets the lowest operating temperature that the engine will
run at. If the temperature falls below 195, the thermostat closes to keep
the temperature above 195. The fan/radiator/coolant set the maximum
temperature.
It also depends where you are measuring the temperature too. If you are
measuring at the radiator outlet (inlet to the block) the temperature will
be cooler than from the radiator inlet (outlet of the block).
