the turn signals don't work at all. No dash lights, no
clicking sound, no nothing. Then I press the hazard light button and
all four lights work. After that, the turn signals start working
again. I'm thinking the relay may have been stuck. If it fails again I
may have to replace it. However, I won't be able to replace it if I
can't get it out. It seems to be locked in, since it won't budge when
I pull on it, but I can't find a way to unlock it. Can anyone help?

Did you try and reseat the bulb and pull up/out on the contacts?
