That bolt has a rubber tip.
The factory manual calls it a "non re usable part" so it is to be
replaced each time.
The rubber tip gets left behind when the bolt is removed.
You can push it out, then install the new bolt, which will keep the
bearing shell from turning.
Just use a new Toyota supplied bolt and you'll be fine.
