As it shows you in your manual if you have one.
headlights can be moved up and down manually.
If you reach up in fender wall[next to the park lights] in the front of
the car you will find the headlight retracter motor.These are covered 
by a rubber sleave that can be easily pulled off.Under this sleave you
will find a plastic 
knob "adjuster" that you can turn clockwise or
counter clockwise turn one way or the other until
the headlights go up.Caution the motor has a limit switch if you raise or
lower to much the retracter motor will readjust itself watch your fingers!
try disconnecting the battery.
