Sounds like a vacuum leak in the rubber hose between the VAF and the 
throttle body.  My guess is that when you put it in neutral or reverse, it

compresses the boot, so the tear isn't an issue, but when you put it in 
drive, it stretches the tear, and the vacuum leak manifests.  Remove the 
boot and inspect it for a hole.  If you find one, try taping it up with 
electrical tape from the outside and re-install it.  If that works, then
you 
know you need to buy a new boot.

And no, they don't have modulator valves.
