Factory dual-quad Hemis had the choke and idle circuits on the rear 
carb. With the front barrels on the rear carb serving as the 
"primaries", the idle and low-speed fuel/air mix came in at the most 
central location in the manifold possible. If you make the front carb 
the "primary" then the idle air/fuel and choke A/F mix is introduced at 
the very front of the plenum, so the fuel distribution is about as bad 
as you can possibly get.
