I think I would use RTV silicone and glue the fitting in. The stuff
works well if you let it cure the 24 hours it asks for before using it.
The other option maybe would be to get a bigger barb on the fitting.
That looks like a stock vacuum line fitting that comes in different
sizes on each end so one can be oversized. The "help' line of products
at most auto stores have these.
As far as I know, that lower dash piece is just a blank with nothing
behind it.
