I think you have the vacuum axle lock which does get 'stuck' in 4x4 or
leaves the front wheels engaged to the T-case usually due to a leak in a
vacuum line.
I would start by examining the vacuum switch on the passenger side of
the front axle to see if the lines have fallen off. If everything is OK
down there, then I would look under the battery next looking for
'corrosion' spots on the lines caused by battery acid. There also is a
round vacuum ball down there that can get cracked.
Having the front axle live won't hurt anything, it just makes the
steering a bit heavy and costs a couple mpg. I have manual axle locks
(hubs) and I routinely lock them up if I expect to see snow and just
drive in 2 wheel drive until I need to ****ft.
