1. Bad ground (probably corrosion on the connector) at the wiper
motor. Clean it.
2. Bad ground at the switch (loose switch can cause the same
thing-tighten it).
3. Bad switch. Replace it.
One and two are the most likely culprits, in that order. That
connector is probably under the hood, where it is exposed to the
elements.
