Cold weather and worn linkage parts are my first thought.

The ignition switch itself is adjustable and is hooked to the key switch 
via metal rods.  With wear on the parts and cold weather making grease 
stiff, it might be 'just' at the edge of making a good connection every 
time.

The switch is down the bottom of the column at the top and has slotted 
holes to adjust it.

The switches also just wear out.  It is a very common Saginaw steering 
column, the same as GM use on the full sized vans and lots of cars like 
Camaros, etc...  Junk yards should have a good supply of them.
