Theory 2: 
Doubt that you would spend much time. Servo operator would probably 
record the event and allow the next vehicle to get fuel, rather than lose 
customers... and/or block the driveway access spilling onto the roadway 
causing traffic chaos with probable accidents, more 'global warming', 
aids deaths of very cute fur seals and harpooned koalas. 

A simple remedy to drive offs without paying would be a scanable vehicle 
ID at the pumps.. and if you had a prepaid account with your local 
servo.. or avoid all the shopping morons by having a fast lane to pumps, 
fill, pay and go.. making sure there is a high octane pump in that lane.
