so if they have never been touched how can they be in "Better Than New" 
condition

I doubt they would have improved in condition over the last 30 years

and wow he'll even throw in a full tank of fuel

but of course all is not perfect
it has dents in both front and rear bumpers and the C pillar vents need 
replacing
