Real simple solution.

Make the servo entry one way, and place a row of carpark style boom gates
at 
the end of every bowser isle. When each customer goes in and pays the
gates 
open up to let them out and drop down to block in the next guy until he's 
paid.

Those who try to do a runner without paying won't get far without damaging

their own property.
