If you mean bars, as in bears (seppo for the pigs)... I'd imagine

OTOH if you mean pubs, as in hotels which provide accommodation... it
certainly has been a legal requirement in the not too distant past
(though it probably varies from state to state). Last new hotel I can
recall being built, where that law applied, had the 'horse stables'
set up as car garages.
