It's bundled with the exchange hardware/sup****t. Sort of like buying an
IBM 
mainframe and getting OS390 included.

No, but it would be wrong if car manufacturers started including 
airconditioning as standard on ALL vehicles.
Would it be wrong for Avis to charge extra for a steering wheel?
