Umm, maybe if you're a pedestrian but in a vehicle there's a much better 
chance of surviving an impact with a vehicle doing 30kph than 250kph.
Test the theory by hitting you head with a hammer slowly, then quickly.
If velocity didn't effect safety then we could have people safely doing 
250kph in shopping centres :P
