Spongy pedal is usually trapped air in the system. 
No power assist test (vacuum) is with foot on the brake, start the engine 
and the pedal doesn't drop. Pedal dropping too far on this test, like 
slowly to the floor, is more than likely a master cylinder problem or a 
fluid leak.
