Not much chance of a "kit car" manufactured in the UK passing ADR's 
without mods.
Their rules regarding chassis strength are a lot less strict than ours, 
to get a VIN number a chassis has to undergo torsional and bending 
testing, ie the chassis is only allowed to twist and bend by a very 
small amount.
Despite that chassis's can be strengthened enough to pass, unless you 
have plenty of money to spend finding and engine that meets current 
emission rules will be your major problem, if the kit comes with an 
engine thats the same as an engine thats fitted to car thats currently 
sold here then you should be ok but you will still need to satisfy an 
engineer that it complies.
