Boiling point at atmospheric pressure at sea level is -42C, so at that
temperature or below, the tank will have liquid with vapour pressure
being at or below below atmospheric.  Above that temperature, there will
be vapour pressure but if it's too close to boiling point, the amount of
pressure above atmospheric may not be enough to push the liquid from the
tank to the convertor.

This is why the Japanese have electric heaters in their LPG tanks.  :-)
