** CTP insurance is effectively a government license for drivers to main

CTP coverage cannot be denied to any licensed driver, no matter how bad
that
driver's record becomes  -  even if he/she has killed people while drunk
driving etc.

Plus - an injured person ( or dependant of a deceased) must find a lawyer
and sue the insurer in order to get one dime  - in reality only a small
fraction of the harm done to people by road accidents is ever compensated
by
CTP insurance payouts.

**  In practice  -  one has to sue the CTP insurance company covering the 
particular driver. They will have a firm of lawyers contracted to them to 
make sure that task is as slow, difficult and expensive as possible for
the 
injured party.
