What is so special about speed limits that allowances should be given?

- The law says you have to be 18 years of age before you can legally
drink. 
Why no TEN PERCENT ALLOWANCE so that kids who are 16 years and 2 months
old 
are allowed to drink?

- If a sign says no parking between 6am to 9am, why no TEN PERCENT
allowance 
so that you can still park up to 9:18am?

- Airlines have a policy which says no luggage should be heavier than
32kg. 
Why no TEN PERCENT allowance so that you can are allowed luggage which
