I had same sort of thing happen

Luckily we had a log book system that had to be filled out  .
BUT was not
As the car was registered in a company   the nominee  (me) was
accountable .
But while away car was used by a few    to do banking as an example .
All I did was  send copies of pass****t  departure and arrival stamps
stat dec
and a letter  saying  log book could not identify the driver ,

But as other poster said  in our state  (WA) you can get a blow up  of
the photo
 we had  circularised the date and offence to staff and of course no
one put their hand up .

Result  photo arrived   person Identified  (who had by that time left
us)
and plod took over  from there . And nailed her  as when they called
she denied everything which cheesed them off no end

Ended up with the speeding matter going to court along with give false
statement to police
so about 1600 out of pocket
fine was originally 250 and 4 points  so she must have been  going
about 30 over the posted limit
Idiot .

My advice  just give em up if they refuse to help you out .
Mates don't do that
