It should be possible to be plonked onto any road in the country and
be able to tell what the speed limit is by looking around. All the
roads in the UK that I drove on were consistent in this regard, same
with France, Austria, Germany, Switzerland, and most of Italy.
Impossible though in NSW, probably all of AUS too.
