While I agree that governments should not budget to receive money that
they morally wouldn't want to receive (they wouldn't want people to
speed), that is the extent of the problem as far as I'm concerned.
There is nothing 'revenue raising' about the decision to put cameras
on this new road. It is simply a continuation of the current practice
in Victoria, which is to put cameras all over the place. Some are
permanent, some are mobile, and the intention of that practice is to
make motorists realise that they could be booked for speeding at any
location.
High crash locations are used as camera sites where the cameras are
needed as a treatment, but by no means does that limit camera
installations to high crash locations only. In NSW the permanent
cameras are only at high crash locations, but in Victoria they can be
anywhere.
The aim of the whole speed camera program is to get motorists to
realise that they are simply not allowed to travel faster than the
speed limit. Just accept that and you'll be a lot more relaxed.
