ADR vehicle categories:

* AA "Pedal Cycle" - A vehicle designed to be propelled through a
mechanism
soley by human power.
* AB Power Assisted Pedal Cycle" - A pedal cycle to which is attached one
or
more auxiliary propulsion motors having a combined maximum power output
not
exceeding 200W.
* LA "MOPED - 2 wheels" - A 2-wheeled motor vehicle, not being a power-
assisted pedal cycle, with an engine cylinder capacity not exceeding 50ml
and a 'Maximum Motor Cycle Speed' not exceeding 50km/h; or a 2-wheeled
motor
vehicle with a power source other than a piston engine and a 'Maximum
Motor
Cycle Speed' not exceeding 50km/h.
* LB "MOPED - 3 wheels" - A 3-wheeled motor vehicle, not being a power-
assisted pedal cycle, with an engine cylinder capacity not exceeding 50ml
and a 'Maximum Motor Cycle Speed' not exceeding 50km/h; or a 3-wheeled
motor
vehicle with a power source other than a piston engine and a 'Maximum
Motor
Cycle Speed' not exceeding 50km/h.

Once you exceed the 50km/h or 50cc engine size, it's a motorcycle. As
long
as it can comply with all of the ADRs for a motorcycle, there is no limit
on
engine capacity per se.

"Pocket bikes" are not mopeds in spite of their engine capacity because
they
can exceed 50km/h. To be legal, they have to be complianced and
registered.

I once had a general duties cop ring me asking how to convert from HP to
Watts because someone had fitted a mower engine onto the top of the front
wheel of a bicycle using a friction drive, collapsed the spokes and had a
fairly serious crash. The cop needed to work out if the 200W limit had
been
exceeded, as this would make the vehicle illegal (unregistered and non-
complianced motorcycle and unlicensed rider)... When I gave her the
conversion factor out of a databook and chucked the 1.5HP or whatever it
was
through the calculator, she knew the guy was ****ed...
