More im****tant is the elevation. In the southern hemisphere; between
Equator and Tropic of Cancer gives better results than Equator if
your winters aren't always overcast. White sky radiation onto a
horizontal surface in _theory_ provides maximum insolation, but also
radiates back infra-red to cold sky best, so the warm water doesn't
warm any further; perhaps cools. i.e. OK for PV to be horizontal,
but not thermal.

Best to orientate for sunny conditions if you get them for a
reasonable part of the winter.

East is IMNSHO a better compromise than West; simply because it can
heat the water earlier in the day after a cold night, especially
when the panel is arranged more steeply.
