Yes.

In the past I've driven many trouble free klms on locally made tyres but 
I don't think any tyre on our current vehicles are locally made.

I was driving on a badly corrugated gravel road yesterday:-)
Bad roads are hard on tyres and if Brad drives a lot on poor roads well 
that explains why he's had so much tyre trouble but if he's experiencing 
tyre problems like he described on normal quality sealed roads then IMO 
its odd.
