In some parts of the country there is still a reluctance to wear them.
Mate of mine visited Kentucky a few years ago and even though it was law 
to wear a seatbelt not many did and was told by his driver he didn't 
need to use one every time he got in the car and went to buckle up(a 
normal thing to most Australians), they also mostly drove F150s etc.well 
it seemed that way to him

not sure whereabouts he was visiting but it was for a Locksmith/security 
convention, smallish town with a very large number of hillbilly/redneck 
types roaming the streets
