2002 Explorer 4WD intermittent problem

In our only snow fall before the holidays i noticed the Auto 4WD
wasn't engaging. Tried hitting 4WD High and it did nothing

Checked all the fuses, all were ok. Restarted the car and as if by
magic the 4WD was working again. Stopped working a few days later and
i isolated the "problem" to the two fuses in the engine bay fuse box,
if removed, replaced the system would start working again. It's been
ok for the last 4 weeks but with todays snow it died again. I checked
it was working before driving off and it was. But 1/2 a mile down the
road, in Auto 4WD the back end stepped out so i figured i'd move to
4WD HIgh, and once again nothing.I pulled over removed the fuses
replaced and the system appeared to be working again, i engaged 4WD
High the light came on but it was quickly apparent it was running in
2WD. Got home and couldn't get into the garage due to the slope.
Removed the fuses again and replaced and the system seems to be fine
again. I can only assume i'm resetting the system when i remove the
fuses, if so does in point to bad control module?
