Problem is, there doesn't seem to be an easy answer to solve this
problem.  One reason slow ass drivers are hard to ticket...it's rather
hard to try to pass 50 cars to pull over the slow ass holding up
traffic at the front of the line.

Exactly.  This is also what happens when the bullies get behind the
wheel and get jobs at the police department.  I've talked to slow
***** before, and their attitude about it proved that their actions
are intentional and passive aggressive.  The problem is most
pronounced IMO in areas with a hostile general populous (rednecks,
transplanted **** ***** and self-righteous fundamentalist types)
combined with a ****load of two lane roads with few or no areas to
pass.  I, unfortunately, live in one of those places.
